Prior to joining the foreign service, Mr. Ferrera was as an Investment Specialist at the Board of Investments - Department of Trade and Industry from August 2002 to December 2005, and a Foreign Affairs Research Specialist at the Foreign Service Institute, Department of Foreign Affairs (DFA) from July 2010 to July 2014.
After passing the Foreign Service Officer Examinations in 2013, he joined the Office of the Undersecretary for International Economic Relations of the DFA as a Principal Assistant focused on economic diplomacy from August 2014 to January 2017.
He graduated from the University of the Philippines (UP) – Diliman in 2002 with a Bachelor's Degree in Political Science. In 2006, he applied for and was granted the prestigious Monbukagakusho Scholarship by the Japanese Government and pursued a Master's Degree in International and Business Law at the Yokohama National University (YNU) in Yokohama, Japan. After earning his Master's Degree in 2009, he continued his legal studies at the UP College of Law, earning his Juris Doctor Degree in 2013.
In November 2008, as part of his Master's Degree course, he was chosen to present his thesis paper entitled “The Japan-Philippines Economic Partnership Agreement: Controversies and Realities” at the World Trade Institute in Berne, Switzerland. As a representative of YNU, he was also recognized as one of the Best Orators during the 6th European Law Students' Association (ELSA) Moot Court Competition held in Taiwan in May 2008.
He has undergone various economic-related seminars and workshops, including Trade and Investment Facilitation at the Civil Service College of Singapore in 2014, and workshops on development policy research, and trade policy analysis in 2012.
Mr. Ferrera is also a member of the Integrated Bar of the Philippines having passed the Bar Examinations in 2016.
He is joined here in Riyadh by his very loving wife, Atty. Raina Andrea Quibral-Ferrera, and their equally loveable daughters, Elise Daniella and Elmira Andrea.
