Bilateral Agreements Between the Kingdom of Saudi Arabia
and the Republic of the Philippines

The Philippines and the Kingdom of Saudi Arabia have signed a number of agreements since 1980, mostly under the auspices of the Joint Commission Meetings which was established under the 1994 general framework agreement on economic, trade, commercial, investment and technical cooperation.

  1. MOU between the Philippine Ports Authority of the Republic of the Philippines and the Saudi Ports Authority of the Kingdom of Saudi Arabia.

Signed on 20 December 1980 in Manila.

Entered into force on 20 December 1980.

  1. Air Transport Agreement between the Government of the Republic of the Philippines and the Government of the Kingdom of Saudi Arabia.

Signed on 23 March 1982 in Jeddah.

Entered into force on 25 January 1983.

  1. MOU for the Exchange of International Express Mail Service (EMS).
Entered into force on 1 March 1989.
  1. Agreement on Economic, Trade, Investments, and Technical Cooperation between the Government of the Republic of the Philippines and the Government of the Kingdom of Saudi Arabia.
Signed on 17 October 1994 in Jeddah.

  1. Memorandum of Agreement on the establishment of a Committee on Friendship between the Philippine House of Representatives and the Saudi Majlis Al-Shura.

  1. Agreement between the Government of the Republic of the Philippines and the Government of the Kingdom of Saudi Arabia concerning the Encouragement and Reciprocal Protection of Investments.

This Agreement established the Joint Commission for Bilateral Cooperation between the Philippines and Saudi Arabia under Article 7.
  1. Memorandum of Academic and Educational Cooperation between the Commission on Higher Education of the Republic of the Philippines and the Ministry of Higher Education in the Kingdom of Saudi Arabia.

Signed on 1 October 2005 in Riyadh.

Ratified by the Saudi side on 11 December 2006.

Ratified by the President on 28 October 2014.

  1. Agreement between the Office on Muslim Affairs of the Philippines and the Ministry of Hajj of Saudi Arabia on Arrangements for Year 1427 (2007).

Signed on 29 April 2007 in Jeddah.

  1. Agreement on Domestic Worker Recruitment between the Ministry of Labor of the Kingdom of Saudi Arabia and the Department of Labor and Employment of the Republic of the Philippines.

Signed in Jeddah, KSA on 19 May 2013.

Ratified by the PH side on 2 July 2014 and the Saudi side on 5 November 2014.

Entered into force on 7 May 2015.

 
The signing of the agreement is a significant milestone in the field of labor cooperation and in the protection and promotion of the rights of Household Service Workers. This is the first agreement on domestic worker recruitment to be concluded in the region and is considered as template in negotiating similar agreements with GCC countries.
