What are the procedures to receive death benefits or end of service benefits for deceased Filipinos?

- Sponsors are required by the Ministry of Labor and Social Affairs to submit the computation of the death benefits of their deceased employees to the nearest Regional Saudi Labor Office (SLO). In Riyadh Province, concerned Police Authorities will only issue the final clearance to ship the human remains of the deceased OFW if the death benefits of the decedent have been submitted to the SLO.
- The SLO is the only office in the Kingdom authorized to compute and approve the computation of the death benefits of a deceased expatriate worker.
- After verification of the computation by the SLO, the sponsor will issue a check corresponding to the approved amount of death benefits. The check should be made payable to the “Philippine Embassy – Final Settlement of (name of deceased).”
- The SLO will transmit the OFW’s death benefits to the Department of Expatriates Affairs of the Ministry of Labor and Social Affairs in Riyadh for onward transmittal to the Saudi Arabian Ministry of Foreign Affairs (SMFA). The SMFA will then officially endorse the OFW’s death benefits to the Embassy.
- The Philippine Embassy will deposit all checks it receives from the SMFA with its depository bank (the Saudi Hollandi Bank) for appropriate clearance.
- After completion of the usual banking procedures, the corresponding amount of the checks will be remitted to the account of the Department of Foreign Affairs-Office of the Undersecretary for Migrant Workers’ Affairs (DFA-OUMWA) where the deceased OFW’s legal heirs collect their respective benefits. The Embassy remits all death benefits it receives during a specific month to the DFA-OUMWA at the end of that month.

- The Embassy will inform the family of the deceased and secure a Letter of Acceptance of the remains.
- The Embassy will request funding from the DFA.
- The Embassy will secure the Death Notification from the hospital.
- The Embassy will issue the No Objection Certificate to facilitate the release of the needed documents by the Saudi Government authorities.
- The Embassy will report the death to the concerned Police Station and secure its endorsement for the issuance of the deceased’s death certificate.
- If all the documents have been secured from the Saudi government authorities, the Embassy will process the exit permit with the Saudi Immigration office.
- When the exit permit is already finished, the Embassy will proceed to the airline/cargo office for the necessary flight booking and to arrange the shipment of the deceased’s personal belongings to the Philippines.
- The Embassy will go to the Hospital Morgue for the release of the remains of the deceased for transport to the airport.
* Due to the legalities involved in this matter, the repatriation of the remains of an irregular worker to the Philippines sometimes takes more thann two months to be completed.
