Resumption of the Continuing Overseas
Voting Registration at the Philippine Embassy
(Riyadh, 27 November 2016) – Pursuant to COMELEC Resolution No. 10167 dated 28 October 2016 and in preparation for the 2019 National Elections, all Filipino nationals in the Kingdom are requested to register for the Continuing Overseas Voting Registration to be held from Sundays to Thursdays from 8:00 a.m. until 5:00 p.m. at the Philippine Embassy on the following period:
1 December 2016 to 30 September 2018
WHO MAY REGISTER?
- All citizens of the Philippines, who are abroad or will be abroad during the thirty (30) day voting period in 2019;
- At least eighteen (18) years of age on the day of the elections; and
- Seafarers (Ship Officers, Rating Manning Ships, Offshore Workers, Service Providers and Fishermen) who are in the Kingdom during the registration period.
WHO MAY NOT REGISTER?
- Filipinos who are disqualified by law due to loss of citizenship, insanity or incompetence as certified by competent authority and those convicted by Philippine courts for an offense punishable by imprisonment of not less than one (1) year.
- Those who have previously registered as Overseas Voter.
WHAT TO BRING DURING REGISTRATION?
- Original or photocopy of valid Philippine passport;
- Iqama or Residence Permit; and,
- Photocopy of Seaman’s Book or any document to verify that the applicant is a seafarer.
HOW TO REGISTER?
Per Foreign Service Circular No. 160-2014, Filipinos who will avail of the Embassy’s passport services, beginning 1 December 2016, will undergo the following:
- Verification procedure to validate if the applicant is a registered Overseas Voter;
- If the applicant is properly registered, the applicant may proceed with the renewal of his/her passport.
- If the applicant is not registered, the applicant shall fill up the OV Registration Form and the VRM Operator shall encode his/her biometrics as an Overseas Voter before proceeding with the renewal of his/her passport.
Those who are previously registered in the Philippines are also encouraged to visit the Embassy during the registration period for the issuance of a CERTIFICATION as Overseas Voter.
During the 2014 – 2016 Overseas Voting Registration, the Philippine Embassy in Riyadh was able to register 78,783 new Overseas Voters for the 2016 National Elections. The figure shows an 87% increase in OV registration applicants from the 9,590 new Overseas Voters who registered in 2009.
